Katsina enacts law on 3-tier security

The Katsina State House of Assembly has amended the state’s Local Government Law. The House incorporated serious security concerns brought through executive bills from Governor Aminu Bello Masari into the new law.

In the circumstances, Katsina State has established an Action Committee on the Implementation of Three Tier Security Structure.

Governor Masari, who made the above known on Tuesday while inaugurating the committee at Government House, said the new law which provided legal backing to the existence of the committee was signed into law on December 29, 2020

He said: “The demand for homegrown security apparatus, create needed awareness on existing security challenges as well as address inadequacy of security personnel in the rural communities, prompted the government to forward an executive bill on 3 tier structure which was passed on December 29.”

He described the establishment of the committee as imperative for proper planning and guidelines that will ensure the smooth take-off of the three-tier security structure across all levels.

On the sustainability of the three-tier security structure, the governor pointed out that the public and private sectors are expected to fund their activities.

He listed some of the functions of the committee to include to conduct sensitisation workshops on security challenges across the three tiers of government, promote communal participation in conflict resolution, ensure screening of community settlers and compilation of database, a compilation of land vendors, landlords and tenants.

The Chairman of the committee and Attorney-General and Commissioner for Justice, Ahmad Usman El-Marzuq thanked the governor for considering them worthy to be appointed into the security committee.

He further assured the government that the committee will work hard to ensure that the security of the state is restored.

The Secretary to the State Government (SSG) is to co-Chair the Committee, while the Special Adviser to the Governor on Security is to act as Secretary.
